A river city with a summer economy

Port Jervis is a city of 8,775 people at the 2020 census, in western Orange County where the Neversink River meets the Delaware. New York, New Jersey and Pennsylvania meet at its southwestern corner, and the Mid-Delaware Bridge connects it to Matamoras, Pennsylvania. Interstate 84 passes to the south, and US 6, US 209, and Route 97, the Upper Delaware Scenic Byway, run through town.

The city grew as a canal and railroad town, shipping coal toward eastern markets, and lost much of its business when the railroads declined. Today, from late spring to early fall, many thousands of travelers pass through on their way to rafting, kayaking and canoeing in the Delaware Water Gap National Recreation Area and along the Upper Delaware. The Port Jervis Line, a commuter railroad operated by NJ Transit for Metro-North, ends here and links the city to Hoboken and New York City.

The off-season is the real test

For a Port Jervis outfitter, inn, ice cream stand or restaurant, the problem is rarely the summer. It is the gap between October and May, when revenue drops and costs keep running: insurance, property taxes, loan payments, maintenance on boats, buses and buildings, and the spring spending needed to open strong.

Statewide, visitor spending reached $97.6 billion in 2025, and tourism is the state's second-largest private industry. A river town takes its share of that in a compressed window. That makes timing everything:

  • Rafts, kayaks, life jackets and vans have to be bought or repaired before Memorial Day.
  • Seasonal staff must be hired and trained before the first busy weekend.
  • Food, liquor and retail inventory have to be in place before the deposits from the season arrive.

For illustration: opening weekend

A Port Jervis river outfitter needs to replace a dozen rafts and a shuttle van before the season. The quote comes to roughly $90,000, and the business's account is at its lowest point of the year after the winter. Working capital funded in April, repaid from June through September deposits, puts the equipment on the water when the customers arrive. The same logic applies to a Main Street restaurant that wants a patio built before summer.

Trades and year-round businesses

Not every Port Jervis business is seasonal. Contractors, auto repair shops, medical offices and retailers serve residents of the city and surrounding communities like Deerpark, Sparrowbush and Huguenot, and many draw customers from across the river in Pennsylvania and New Jersey. Their cash gaps come from slow-paying invoices, equipment breakdowns and inventory buys rather than the river calendar.

Common Questions

My Port Jervis rafting business earns almost nothing in winter. When should I apply?

Many seasonal operators apply in late winter or early spring, when the expenses of opening are coming due. Statements that include the tail end of an active season help show the business's real capacity.

Many of my customers live in Pennsylvania and New Jersey. Does that matter?

No. A funder reviews deposits into your business bank account, wherever your customers live.

What is the 2026 minimum wage for my seasonal staff in Orange County?

Orange County is outside New York City, Long Island and Westchester, so the 2026 minimum wage is $16 an hour.

Do you need my tax returns?

No. About three months of business bank statements and a short application are what we need.

I run a bed and breakfast as a sole proprietor. Can I apply?

Yes, sole proprietors can apply. Funding starts at $25,000.
