There is no legal definition, and sources disagree about which counties count. Broome, Chemung, Tioga, Tompkins and Steuben are often included. Most of the region sits on the Allegheny Plateau, with the eastern end in the western Catskills. Together with northern Pennsylvania it is sometimes called the Twin Tiers.
